The architectural style would suggest somewhere in Northern Europe, although Canada (Ottawa) could be a possibility. It gives the impression of some kind of administrative building that is built to impress. It is actually a Rathaus – Town Hall. Rathaus is a German word so could be anywhere in the German speaking world. A little research reveals that it is the Rathaus in the city of Hanover.

This week's "Where in the World..."
This city skyline that is very deceptive. It is usually pictured from a different viewpoint and from there it is almost instantly recognisable even in a distorted state. However the architecture is the same and should give a clue to where it might be. Good luck.
