Answer to edition 638
There are several buildings of a similar size and architectural style in cities that once were part of the former Communist Bloc. All were built with money, expertise and architects from the former Soviet Union. This would explain why several readers initially thought the city was Warsaw or Bucharest. The river is the giveaway that it is neither of these. It is, in fact, the Ministry of Foreign Affairs of Russia and therefore the city is Moscow.

This is a challenging city to identify. Until I was searching for suitable images to distort I had never heard of the city despite my extensive travels. The architectural style of the prominent building will go some way to pointing you in the right direction. It is a UNESCO listed building so has significant cultural heritage. Good luck
