There are few cities with such a high density of skyscrapers as pictured here. What few there are mostly in Asia which narrows down the possibilities somewhat. The prominent high rise building at the top of the distorted photograph is a fairly distinctive shape. Some recognised the body of water that is visible in the distance as Victoria Harbour. The city is Hong Kong.
