Answer to edition 662
Where in the World (662) was, as I suspected, mistaken for the Guggenheim in Bilbao. I am led to believe the even Google Lens struggled. It is a concert hall in a city better known for Triumphal Arch and a structure designed by Gustav Eiffel. The building is the Philharmonie de Paris, which gives you the identity of the city.

Congratulations to the only person to identify the distorted city from Where in the World (663) as Paris: Jackie (@jackiesjourneys) who maintains her unbroken run of several years of correct identifications.
This week's "Where in the World..."
This week is a little less challenging. Once again it features a building that once identified will make identifying the city easier. Be warned, it has been mistaken for similar architectural structures in other cities. It has the same use as last weeks distorted image.
