Why was edition 527 missing?

Regular readers of the “Where in the World…” posts will be aware that edition 527 missed its Wednesday evening slot. The reason for its absence was that I had been experiencing a tightness in the chest and was in the hospital hooked up to a heart monitor.
Instead of my computer monitor, I was staring at numbers and wave patterns on a screen that continually beeped reassuringly with each heartbeat.
The good news is that after a simple (so I am told) procedure I am fit and healthier than before with a heart that is 100% healthy.
I feel I must insert a warning here: Do NOT ignore any kind of chest pain however minor. I was told by everyone from paramedics to consultants, “Do NOT ignore chest discomfort.”
As edition 527 is posted late I have decided to post it together with the next edition, 528 even though it means it is a few days early. Answers to both will be posted at the usual time on Wednesday, October 26.
Answer to edition 526
Many readers recognised this monolithic building as being the Palace of the Parliament. It is the largest parliament building in the world and was built in the 1980s during the rule of Romanian Communist dictator Nicolae Ceaușescu. It can be found in the Romanian capital Bucharest.

This week’s “Where in the World…” has a very recognisable structure. However, identifying the city might be a little more challenging. Good luck.

Where in the World (528)
Slightly early than usual the distorted image for next week’s “Where in the World…” features a well-known city skyline. However, it doesn’t show any of the iconic buildings that instantly identify the city. The architectural style should be a big clue though. Good luck.
