Answer to edition 481
The Belgian flag gives you the country in which the city is located. The statue, though not so easy to identify is of Jan Breydel and Pieter Deconinck who are credited with leading the emergence of Flemish identity during the Franco-Flemish Wars. Therefore the city is a Belgian Flemish city.
There are a few but the one with the row of houses featured in the distorted image is the city of Bruges (Brugge).
